Through networks, it can organize internal staff span time and place to work together.Thus it greatly expands the office means and it implements office efficiency. Document circulation system has been considered as the core components of the OA.The transformation and examination of files is the only normal way of communication for enterprises and governments in our country for a longtime. Usually, all kinds of files are send by post. This method is very slow and inefficient. It will take two or three days in most cities and in some remote cities it will take more. Moreover the way mail has some problems such as complexity, insecurity and easily been lost. With the quick development of computer technologies all over the world, the cooperation in enterprises is necessary.The system of transformation of files is worked out at this circumstance. It dose not depend on office automation system and it not only can be used lonely but also make office automation more safe. Its interfaces can make the transformation of files safely and quickly.We have researched the current situation of the transformation of files deeply in our country's enterprises and we posed new solutions of problems existing in the management of files. Through this article you can see we designed and analyzed the system of the transformation of files in detail in technologies and professional work. These studies include the security of system and sharing of data.This system is based on the platform of .NET Framework, using ASP.NET as the develop tool and using VB.net as the main design language. And it also mixes HTML and JScript together during the development process. On the side of accessing the data, it is made using ADO.NET as the technique of saving and getting data to realize the aim of operating the database,This text is about a Management of Official Document Flows, making the information management work of official document systematize, normalized and automatic. In this paper,the author analyzes the advantages of document flow system with B/S structure,and a method of designing good-extension,easy-operation system and changeable management of document flow under MS.net platform is proposed based on the factual working on it.The basic structure and the work flow of document flow are introduced,and some important parts and main problems are introduced in details.
