Police Team Cooperative Engagement System Based On Multiple-layer Agents

With the rapid economic development, the great social opening and the frequent people flow currently, there has been a dynamic trend in China's public security management. The public security department must follow closely modern information science and technology to construct centralized and high-efficient mechanism and system on emergency disposal. The research proposed a Multiple-layer Agents cooperative model and mechanism on the basis of Agent and CSCW, and designed a command system on police team cooperative engagement which could assist the public security department to command and maneuver police team for emergency accident/case disposal. Under the Computer-assistance and the System-command, the police team could engagement cooperatively and fulfill police disposal. The research included mainly the following:1. The concept of Multiple-layer Agents was mentioned, a 3-layer police team model based on Multiple-layer Agents was constructed, and Self-Organizing Algorithm with dynamic and cooperative structure on police team engagement was designed.2. Computer Support Cooperative Engagement was proposed in combination with Agent and CSCW in the police operation according to the practice and demand on police team cooperative engagement, and the police team communication scheme and cooperative-control mechanism were studied in the condition of distributed and dynamic engagement as well as their solutions.3. Hardware framework and its prototype of the command system on police team cooperative engagement based on the Multiple-layer Agents theory were carried out on the basis of the two previous results.Compared with the existing police command systems, the police team cooperative engagement model based on Multiple-layer Agents could better settle the less-flexibility and weak-cooperation problems in the process of police team cooperative engagement.
