As Police reform becomes more and more quickly, Police performance examination is such effective manage method that people have taken so much notices on it. It takes a series of police performance manage ways to improve that how to evaluate policeman's performance. Therefore, to research Police performance management method has become very significant.In 2004, Police 12th department brought forward a layout that all of police must deal with cases through electron information during 2004-2008 for improving spy level, criterion working and enhancing efficiency. In the period of constructing information system, Chongqing police's information system has collected lots of heterogeneous data and established a great deal of information system like X01 synthesis information system, X02 synthesis information system, operation supporting system, information system, case information system, case management system. All of data for our system is gathered from these systems.My paper based on Police 12th department's "Police Performance management system". I have researched heterogeneous data integration and designed system's structure, module's functions. I also carried out the key module. I used web services for encapsulation to make system coupled loosely, agility and fine expansibility. These characters can make data integration seamless. I used ontology to solve heterogeneous semantic and accomplished web data extractive to enhance work efficiency.Police Performance management system has been working in Chonqqing Police 8th department. As it is seen now, Police's work efficiency and management level have been improved. This system accelerates Police human resource's development and accomplishment.
