Short message alarming system is the just one that is a proper platform, providing us a safe alarming way. The platform helps the handicapped or the persons who are in danger to get away. The locating system, a assistant for alarming system, get the position of person with high-tech nowadays. It can provide the police place where something happened, so the locating system can improve the whole process.First, this paper introduces and makes an all-sided analysis on the experience of short message alarm and locating system in and out of our country. Second, the paper summarizes and explains origin and development of short message service. And the basic theory of communication and transfers are also referred, besides the key nodes "short message service center" and "short message gateway". Then, it describes communicating protocols of short message service and locating system, which are essential basics of completing the system. Based on deeply understanding background knowledge, the paper puts forward the concept of short message and locating system and completes the design. The general design refers devices connection and software module development. The short message alarm subsystem and the unified locating subsystem form the entire platform. The management subsystem provides administrator a simple and direct interface to manage and monitor system. Furthermore, the paper researches the reliability of system from different views. The results of research and the developed system have be applied in 110 command center for a police station.
