With the development and the popularity of Internet, it can be applied in our daily life and work widely, Internet is abundant in information resources and provides a variety of services for us, so it is convenient for us to share and retrieve information resources and services. But with the continuous upgrading or development of its, the disadvantages of being unable to support host mobility is exposed gradually, which can't meet people's growing demand for mobility. As the technology develops, people have an optimistic attitude to the coming integration between Internet and mobile communication. Owing to its technology advantages it will be very likely to play an important role.In the dissertation, the author studies the working mechanism and the security system of Mobile IPv4 and Mobile IPv6 protocol agreement at depth, and poses the corresponding countermeasures against a major security which mobile IP faces at present, and puts forward an expansion plan that a comprehensive use of hybrid encryption means can control the movement of IP packet. In the new program, the author expands the three main control message of Mobile IP, and designs a safer security measure, so it can not only provide robust service certification, but also has high agreement efficiency and scalability. The author introduces the message processing of the new program in detail, analyses the theoretical security of the new program. In the end, by comparing the new program with the other two ones, the author draws a conclusion that the new program has a lot of advantages over the other two ones in the overall efficiency and security aspects.
