A Study On General Design Of Municipal Emergency Management Decision Support System

After the 9.11 catastrophe, London terrorist explosion, 'SARS' epidemic, the bird flu... all these emergency events have challenged the authorities and governments with their response to the accidents and calamities. Although some cities have built decision support functions in the emergency management information system, conductors always need to make decisions according to their own knowledge and experience because of the limited system functions. As a result, it is crucial to strengthen the study on general design of municipal emergency management decision support system so as to effectively support the decision maken and response efficiency during emergency management.Chapter 1 of this paper is a summary of the subject background, research purpose, general structure and research method.Chapter 2 makes a conclusion about the present research achievements of municipal emergency management from 4 aspects, including emergency and municipal emergency management, municipal emergency management system, municipal emergency management information system (EMIS) and municipal emergency management decision support system (EMDSS).Chapter 3 analyzes the goals and functions of EMDSS. On the basis of current situation analysis of Shanghai EMDSS, this paper brings forward the problems existing in current EMDSS, clarifies the goals and functions of the target EMDSS, and concludes 8 sorts of functions needed to be achieved.Chapter 4 analyzes the general business process and data process of the 8 sorts of functions in EMDSS. The functions include warning analysis, classification, emergency plan management, resources management, quick acquisition of decision-related information, restructuring of decision process, the support of decision group conference, and performance evaluation of decisions.Chapter 5 discusses the general framework and key technology of EMDSS, which is the key part of this paper. This chapter firstly establishes 5 layer general framework of EMDSS, and discusses in detail about each layer and the interaction between different layers, then analyzes the logical design of major function modules, assistant function modules, database, model base and method base. Finally, it introduces the key technology used in EMDSS.Chapter 6 chooses the key function 'emergency plan management' of EMDSS as an example to discuss. With the case of earthquake accident treatment, this chapter introduces the implementation process of emergency plan selection, emergency plan adjustment and emergency plan evaluation in EMDSS.At last, a conclusion and research outlook of the topic are raised.
