When we study regional problems, there are many models we can resolve to, the CGE model are one of them. There are many successful research cases by using CGE model. The main reason that the CGE can be widely used, not only because of its own theory, but also because the IT technology. There may be lots of software we can use to solve our CGE model, but the mostly used are two types, they are GAMS and GEMPACK. Both of them are developed by foreigner institutes, and they are not friendly used, because the user needs to write scrip language to realize the main function of solving CGE model. Based on this, this paper designed a system that morc comfortable.The system contains functions libraries, model libraries and a database. The system adopt a architecture of three layers. Considering the user should customize the function libraries, the system have a plug-in design. The user can easily produce, load, and use the function. This paper contains six chapters.The chapter one summaries the cases of using CGE in regional problems. About CGE software, this chapter introduced two kinds of CGE software, they are GAMS and GEMPACK. This paper compares these two with Matlab on using and modeling ability. Because the user need to write script language, this paper designed a well used software, called GRCGE(General Region CGE). It contains function libraries, model libraries and a database.In chapter two, we give the functional and non-functional requirement of the system according to the Geography platform requirement analysis method. This chapter detail described the characteristic of system, model and data. In the non-functional requirement part, the GRCGE pay more attention to performance, reliability, maintainability and scalability.The chapter three describes the design of the system. The GRCGE system adopted a advanced three layer architecture, proposed by LI. This architecture introduced entity and common class into the system in order to decoupling of the system. In the database design period, this paper give the ER model of the system and the relation table.The chapter four describes the system's main key technology and realization. In this chapter, the paper give how to realize plug-in technology by.Net reflect. The chapter gives the GRCGE's plug-in mechanism. At the end of the chapter, the paper shows the implementation and algorithm.The chapter five is a case study of Beijing and Tianjin. By using of GRCGE system, the paper modeled the economic impact of the change of water price and water indirect tax. By increasing the water price and water indirect tax, the resident will save water. If the increasing level of water price and water indirect tax is the same, the resident is more sensitive to price. The increasing of water price and water indirect tax is harmful to the water department, the total impact maybe not the same. In the tax policy, the enterprise's interests are decreases, but in the price policy it hard to say.The chapter six is a summary and discussion of the paper.The GRCGE are disadvantage in data pre-processing and solving the model's dynamic function.
