Since the economic restructuring, the statuses of rural health have been worrisome. The high treatment costs with no health protection make disease risk higher and higher, and then the high-risk of disease make farmers, who have no health protection to go into a vulnerable state. This research is designed to promote the development of health security system for farmers and the new rural cooperative medical system sustainably.This paper mainly studies on the non-economic factors that affected the farmer's willness to participating in the new cooperative medical. Through Analysis, According to the probability and costs of getting a disease, objective requirements for participating in the new rural cooperative medical are indeed exist.and as a volutary and public medical insurance scheme, the capability to pay is not the key factors that affected farmers to participate in the new cooperative medical, but willness of the farmes is.Under the social capital theory, we construct and analysis a new rural cooperative medical systerm model in the social capital perspective. Also, we use Cellular Automata to simulate the new rural cooperative medical systerm that is based on the farmers' participation. Through the simulation, we found that upgrading the social capital is conductive to raising the rate of the senate. But when social capital rise to a certain extent, the role of social capital to improve the participation rate is less obvious. In the fact of other factors remaining unchanged, It can raise the participation rate of peasants through improve the level of peasant's social capital.The simulation of Cellular Automata model shows that the methods and the constructed model in this paper are valid. The system model can provide valuable policy recommendations for the relevant policy-making departments.
