With the development of the Chinese "Green City" security demands are increasing on various public places. In order to provide a safe environment and effective prevention safety monitoring mechanism for various public places, the paper designed a network video monitoring system based on H.264. The paper's main work is to design a video monitoring system based on H.264 to satisfy the requirement of video monitoring market in our country, in this system, the video monitoring system's overall design is realized and system testing is made.The main characteristics of video monitoring system of our country are analyzed in the paper, and combined with the demand of video monitoring market; the video monitoring system's function and technique parameter are studied and given in the paper, which is based on H.264.The H.264 video coding standard is used in the monitoring system design considering the influence of network bandwidth brought by the digital and network-based system. MPEG-4 and H.264 are compared and analysis in system, which are often used in network video monitoring system.The characteristics of the analog video signals and digital signals are analyzed in the paper. Video coding standard based the method of video monitoring system based on ARM and Network is given. The whole hardware of the video monitoring system is designed and realized, in the paper the hardware frame and the work principle of the modules, and the schematics of the modules.The system's flow chart of main software, video monitoring system server, and video monitoring system client is given in the paper. The system's principle is also given.In the end, the video monitoring system's testing is made. We can see from the results that the system meets the demand of the parameter made in the design.In conclusion, the video monitoring system is multi-function, high compression ratio, low power, easy upgrades, easy operation, good interface and manageable. It can meet the demand of video monitoring system.
