Video surveillance system is a part of security system. It's a kind of integrated system that can guarantee for security. As video surveillance system can provide direct, convenient and enrich information, it is applied for various situation. Because the digitalized video surveillance system based on network has edges on several aspects, such as there is no limitation of the surveillance distance, and it can be upgraded easily and the video information can be managed easily, it's becoming the new standard of security system.Because of the limitation of network bandwidth, to transfer real-time video on network, we have to compress the video signal. How to maintain the quality of video image together with decrease the size of compressed data is the key of the success of a network video surveillance system. As the development of video compressing technology, we can select the compressing technology such as MPEG1/2/4, H.264, Motion-JPEG and so on to use in the design of network video surveillance system.Compared with other compressing technology, MPEG-4 standard has effective compressing technology and high quality of image. So it gains great support from market. There are many types of ASIC based on MPEG-4 that can be chosen for design. Develop new generation of video surveillance system based MPEG-4 has become the mainstream of security industry.The embedded terminal of network video surveillance called IP camera is the core of this system. Due to the complexity of video compression algorithm, we used MPEG-4 compress ASIC and 32-bit embedded CPU to design the IP camera. During the hardware design, we analyzed the signal integrity problem of high speed circuit, and used the simulation software to simulate reflection, crosstalk and timing of PCB, insured the quality of PCB and increased the speed of development. For software design, we used uCLinux as operation system, and developed driver and application on it, completed the function such as attain data from hardware and send it through network, enable the user to view real-time video through IE anywhere that can access network.The transmission test on LAN (Local Area Network) and WAN (Wide Area Network) for this kind of streaming media surveillance system demonstrates that the system can have better a network bandwidth usage under various network, streaming media can be played without delay and jitter, and the transmission and receive of digital video signal can be guaranteed.
