In order to minimize the total of the coal consumption or generating cost, power system optimal dispatch is how to optimize units and operating conditions with the system security requirements and quality of power supply. Optimal solution of power system optimal dispatch is complex and most of researches about it are theoretical. A few of researches applied to projects are static and unable to get dynamic optimal dispatch. The reason is that fuel cost function coefficients need to update real-timely, but don't in theoretical researches.In addition, after the power industry implementing the model of"price bidding of power plant", electric enterprises will pay more attention to generating cost (operation cost and total unit start-up (shut-down) cost). So it is necessary to collect real-timely the data related to operation cost and total unit start-up (shut-down) cost, and publish it in website after certain analysis.Therefore, in order to solve the above two issues (1. Fuel cost function coefficients updated real-timely. 2. Total unit start-up (shut-down) cost), this article does a lot of researches as follows: First, the consumption characteristics of units and the mathematical model and the solution of optimized dispatch are discussed in detail. Second, units start-up (shut-down) cost are tested and hardware and software environment are investigated. Third, the emphasis of the paper is the design and the realization of the unit start-up (shut-down) cost system, including 3-tier browser/server model, choice of database, design of database, network system, etc. Finally, the key technology in software development is introduced and analyzed in detailed, such as the .NET development platform, development language, interface technology, dynamic pages (ASP . NET), safety design, etc.
