In recent years, along with the rapid development of science and technology, and unceasing transformation of education concepts, and reforming requirements of education theory, the modern distance education is developing much faster. The improvements of open eduaction and the life-long study concept have made the distance education network more accessible to the society, which has brought about close links among the fundamental education, the vocational education, the adult education and the higher education, leading to various kinds of education opportunities for learners. Undoubtedly, the modern distance education system will play a major role in educational resourse sharing.The distance teaching approach needs a teacher switching from traditional teaching roles to be a helper or promoter for learners; in other words, the teacher must transform his traditional classroom-teaching approaches to on-line network teaching ones, such as making courseware, Q/A, on-line course arrangement, reviewing and grading students' papers on-line, organizing students to study on-line, providing their study materials and so on. At the same time, the network teaching also transforms a passive learner in the classroom to an active and independent online learner through learning from on-line courses on the netware platform with course supplementaries, by participating on-line lectures, on-line Q/A, practice, discussion, testing and so on. The learning process is a constructive one according to a learner's own needs, and it is a kind of cooperative learning process as well. Therefore, the construction of the network course becomes more and more important, and it is the key of developing the network teaching.The network course teaching is the foundation of the whole modern distance education system, also it is a basic composition unit. A scientific organization of network course knowledge strategies and its structure is necessary to students on-line study, while fulfiling teaching goals, enhancing the teaching level and improving education quality. The quality of the network course education significantly affects the whole modern distance education level. However, there are many problems with making network courseware, such as lack of high technology, long development cycle, nonstandard making and so on, which cause a standstill with the network courseware development. The modern education technology development has brought significant transformation to the whole education, and at the same time highly require the teacher to enhance the technology.Because of the limitaitons of the teacher's own theoretical level and the multimedia's level, many teachers mostly cannot make the high-quality courseware on the related courses in a required short time. In order to speed up the on-line teaching resources construction, to suit the on-line teaching requirement, to solve the difficulties of teacher to carry on the resources conformity and to make the network courseware, especially proposed a conception of network courseware making system collecting resources conformity, courseware making, statistics, verification and publish, and definition network courseware's mode to develop a network courseware making system. As the teacher has already accumulated plenty of text materials, electron document, FLASHes, video and audio materials through many years distance education teaching, this system will be extricate teacher from the computer specialized technology stratification plane, so, the teacher will not have to grasp the homepage making knowledge, only need to utilize the simple text processing function, taking the course related documents into classified reorganization. The system will produce a network courseware with wonderful pictures and plentiful contents. This system may solve the problems of courseware development, long development cycle and nonstandard making and so on. It can reduce the network course development cycle, so teacher's teaching enthusiasm may be well displayed and the courseware quality also may gain an enhancement.The object of the paper is the network courseware in the network education and the detailed contents are as follows:First, based on course curriculam documents and contents of the network course and its definition and layout. Accroding to the strategies of the curriculam documents and the structure of the course content, a column- classified model in the hypertext organizational structure is proposed and there is a discussion on the course content study strategy.Second, in this part the paper is about the network courseware making system's design and realization. The network courseware making process and the detailed managing process are explained in details. There is the division and detailed design for the network courseware making and the management process function. The system is developed in this foundation based on the B/S pattern, and the ASP as the backstage server process, using the SQL Server database as the storeroom to develop the network courseware making system.Noted for the long-distance log- in and the operation with the browser at client-side, the system is simple and convenient, which can produce courseware in batches in high quality and good interaction with the rich surfaces.This system divides the course resources into the teaching documents and teaching contents. Teaching documents including 5 items: the teacher introduction, the course introduction, the teaching plan, the implementation plan, the introduction on exams. The course contents includes: lectures, video and audio classroom, the key and difficult analysis, the course work, the knowledge development, the simulation test, the related links and the discussion Q/A and so on.According to the courseware making and the releasing process, this system includes 4 users: producer, inspector, academic affair staff and system manager. A producer is a teacher, who, through this system, makes the network courseware and manages them; An inspector can review the progress of courseware making, approve contents and modify them. An academic affair staff, manages the schedule of the course, the course plan in this system and categorizes different states of courseware in system (making now, waiting for approval , approved, issued), and can classify the statistics. A system manager is the system administrator, who has the functions of releasing courseware, confirming the identity of the personnel, the role assigning , the teaching column, the courseware pattern and so on. According to the user's built-in function, this system is divided into the production, the inspection, the academic affairs management and the system management modules.
