With the rapid development of the social economy and culture in China, the cities are becoming larger and all kinds of alarm affairs are getting more complicated, which makes the public security and public service a very challenging job of the government. The 110 alarming handling unit must increase their service and commanding capability, with the help of the high-tech, such as modern communication technologies, computer networks technologies etc. to be equipped with the advanced, practical, safe, robust and efficient alarm handling system.Based on the computer network system and both the wire-/wireless communication, this system is composed of the alarm handling unit as the core, integrated GIS geographical information system, communication scheduling sub-system, alarm handling sub-system, electronic mapping sub-system, data management sub-system, wide-screen display sub-system, and large-scale database system, etc. The perfect combination of the high-tech and the public security affairs embodied in this system has marked a big leap on the quality of the technology equipments and working efficiency with the Public Security's Emergency Handling Commanding Center(PSEHCC) and could effectively improve the fast responding capability, the cooperation capability and the commanding capability of the PSEHCC.This system covers the whole Changchun city and is connected with all functional departments, police stations, firefighter stations, traffic control stations etc. With the wireless paging, SMS, the patrolling force could be reached immediately. The 110 SMS Alarm system based on GIS has 3 main parts: SMS gateway access module, base station data receiving module, electronic mapping management positioning and manual seating module. This article analyzes the whole system and describes the realization methods of it. The detailed realization process was described with many operational processes and the functional principles, with the focus on the 3 main parts:1. 'SMS gateway access moduleThe access of the SMS gateway was described in detail, withclear sequence diagram noting the access timing and the format of all the parts.2. Base station data receiving moduleThis module receives the positioning requirement from the alarm handling system and sends the cell phone number of the alarm maker to the base station positioning server. This server takes the base station info of the alarm maker and then sends this info to the alarm handling system via this module. The format of the base station data, the positioning data and the alarm handling data were described.3. Electronic mapping management positioning and manual seating moduleThis module has the geographical information sub-system and the alarm handling sub-system. The theory and working principles of all parts were introduced with the diagrams. The working principles, data format and the algorithm of the longitude/latitude conversion in the positioning system were also described in detail. The geographical information sub-system has adopted ArcIMS to build the electronic mapping, which was also illustrated with layered methods and diagrams, while the alarm handling sub-system has different authorization levels to control the access according to users. The system design has adopted Client/Server + Browser/Server structure, point-to-point multi-threading mode and the protocol CMPP V2.0 of CHINA MOBILE. The show layer on each page was realized with JSP. The core was packaged with EJB to realize better packaging and scheduling and higher compatibility and extending possibility. With this system, the resource utilization could be improved and the information could be more widely used, which secures a faster functionality and better cost control.This system was developed with Java and VC++, with tomcat as intermediate components. The database is in ORCLE9I, which not only guarantees the safety, security and responsiveness of the system, but also makes operation more easy, fast and maintenance-friendly.The users of this system are classified as alarm handlers and system administrators. The normal alarm handlers have 2 functions: handling and consulting, while the system administrators have the access to the statistical data besides these functions.With the development of the 110 SMS Alarm system based on GIS, the problems of the single source alarm handling, the poor safety factor of alarming, the missing of the alarm data, the waiting in alarming were tackled, which avoids the waste of much personnel and materials. This system is easy to operate and needs less maintenance and management, but can provide safe, comprehensive data and overall data management. With this system the working efficiency of the public security system was improved to realize the combination the 3 police resources.
