New Generation Resource Management System (NGRMS) is one of thefundamental IT systems for telecommunication operators to support their back-endbusiness. NGRMS is very important which guarantees the telecommunicationoperators to improve their traditional model of resource management, and to face thetransformation of enterprise strategy as well as revolution of network technology.During the evolution from traditional networks to the Next Generation Networks(NGN), the architecture of network is experiencing a profound transform. Thepromotions of the network technology and the rebuilding of telecommunicationservices complement one another. In the opposition of the traditional telecom service,the characteristic of the integrated information services is services have beenseparated from the networks layer. However, the network is throughout thetelecommunication operation business foundational property. The personalized &diversified demand finally needs realize on the network resource. Only then enhancesthe network operation support ability, the service multiplication can be supported anddoesn't become "the castle in the air". On the other hand, the transform of theoperation business' operation management architecture request tradition resourcemanagement system has the breakthrough in the region division and the service levelmanagement of customers. IT support architecture requests the NGRMS graduallypromotes to the enterprise foundation data application and support platform. Thus,NGRMS must adapt two important reforming of the telecom operation business:Enterprise strategy reforming and OSS architecture reforming. At present in thearchitecture design and the system implementation of NGRMS, we need balance theoverall transformation request of the telecom network, the market, the managementand the IT four aspects, and so on here are some questions to be worth discussing andattempt. In addition, domestic telecommunication operation business has many actualproblems which exist in the resource management system construction also urgentneeds to solve, and then assistant the operation business enterprise enhances thecompetitive. The research and the practice work which this article carries on isprecisely for can solve this topic to a certain extent.This article firstly elaborated the background, connotation, goal of NGRMS, as well as the relationships between NGRMS and TMF New Generation OperationsSystems and Software (NGOSS) framework. Secondly, by introducing NGOSS andits basic theory and methodology, we expanded the resource domain of TMF NGOSSto the NGRMS concepts. Thirdly, through combining the practical essence ofNGRMS architecture theory, we used eTOM to summarize the orientation andfunction of NGRMS in the reality. We analyzed the current 5 samples from globaltelecom operators and reached the conclusion on the domestic and foreigndevelopment of NGRMS theory, which resulted in the transformation process ofNGRMS in both technique and market aspects. Furthermore, by applying the softwarearchitecture theory, author proposed the NGRMS architecture model systematically,introduced the author participates in the design development, conforms to theNGRMS system construction software product, and introduced the NGRMS systemdesign and the realization some technical main point through this product prototypesystem. Innovated from the Management Information System angle proposed itsManagement on Technology and the operation support theory to the essential factorwhich involved to the NGRMS architecture in proposed the prototype design andimplementation. Finally, we carried on several prospective discussions according tothe characteristics of NGRMS architecture. Utilizing the author's rich experiencesworking in the domestic telecom operators, such as China Telecom Group GansuSubsidiary Company and CMCC Beijing Subsidiary Company, we proposed 8 issuesand their suggestions when applying NGRMS architecture into the practicalapplications, so as to better strengthen the effect of this research to guide the NGRMSapplications.This article has carried on some beneficial attempts to optimize the NGRMSarchitecture faces in its architecture design and the implementation by doing research,analysis, discussions, and practices, Hope this works is critical for all stakeholders inNGRMS industry chain carries out the commercialized NGRMS development, as wellas domestic telecommunication operation business completes the OSS reforming toprovide some references.
