With the rapid development of the telecommunications industry and the constant emergence of new businesses and technologies, the competition between telecommunications operators has been intensifying. Such a new situation urges telecommunications operators to endeavor to enhance their competitiveness by continuously improving their network operation, business supply, service quality, corporate governance and decision making, for the old Operation Support System(OSS) can no longer meet the needs of telecommunications enterprises.The author analyses the evolvement course, and research the theories such as Telecom Management Network (TMN), Telecom Operation Map (TOM), enhanced Telecom Operation Map (eTOM), and Next Generation Operations Systems and Software (NGOSS), and research various critical technologies of the telecommunications OSS such as database, database houseware, middle part, work flow and EAI.The author analyses the current construction and construction contents of the domestic telecommunications OSS as well as problems existing in it. Analyzing contents include the Call Center System, Billing System, Business Intelligent System, Customer Management System, Network Management System.At the end of this paper, the author, refering to the approaches and theories presented on the TeleManagement Forum (TMF), designs the system architecture and the key information model of the OSS . This paper focuses on an elaborate description of the OSS architecture and function, including operation, corporate governance, strategies, infrastructure and products. It also conducts a particular analysis of the OSS key information model, including markets/sales, products, clients, services, resources, suppliers/partners, enterprises and public business.
