After several years' development, china telecom network scale becomes larger and larger, the network structure becomes more complicated, and the network resource is abundant. At the same time, telecom industry tends towards from monopoly to market in recent years step by step. Under the severe competition environment, the requirement to telecom accurate management becomes more and more strictly. Every telecom operator puts forward the telecom network resource management system construction program one by one.Under this background and basic on the research of specific character of telecom network, this paper puts forward a kind of system construction idea, and discusses the main problems and the solutions in the procedure of system realization. This idea has been test on the practice and become an indispensable tool in the work, and plays an important role in xiamen telecom daily work.This paper focus on the current condition of telecom resource management system with major dissever and lacking of dynamic characteristics. Considering of the existence,utility and dynamic characteristics of the resource, a system which integrates the work-flow management forum and can carry out the dynamic and static resource management is constructed.The main works we have completed include:1. Based on the research of practical telecom network, various modeling methods are analyzed, and a resource data model with dynamic and static characteristics is proposed, which can solve the problem that resource data lacks of dynamic characteristics.2. An embedded flexible workflow model is proposed, and the technology, which integrates the workflow forum based on WEB and client-side application system, is deeply investigated. From the view of optimizing the system performance, the layout method of client-side function model is discussed, and the communication regulation of WEB and client-side thread with channel associated signaling are constructed, which can improve the system running speed.3. The circuit automatically path-hunting method based on resource data model is particularly discussed. Through the comparison of efficiency, the automatically path-hunting solutions for clear target and unclear target are severally proposed.4. The techniques for circuit routing are deeply discussed under the above resource data model. By comparison of the efficiency, the automatic routing solution for explicit goal and inexplicit goal is given respectively.5. The implementation issues, such as the architectures, function design, database and security design are discussed in the paper. In the aspect of architecture, the hybrid of B/S and C/S is adopted.
