With development of economy, the number of vehicles in China has increased a lot, and there comes the problem of traffic jams, traffic accidents etc. In order to make the manage of the traffic system effectiveness, we should know the performance of the traffic system.Usually, surface street system is made up of intersections and lanes related. It is a main responsibility for traffic management department to know the status of traffic. At present, there's little research on evaluation of surface street system in abroad or at home. Most researches are on the evaluation of the service status of intersections, and are based on mathematic models which are not much in stability and adaptability.This dissertation proposes a new evaluation method of the surface street system, which can analyze not only the status of one single intersection, but also a whole system made up of multiple intersections and lanes related. This method is utterly based on the data got from detectors without any mathematic model, and is more stable and adaptable.Three evaluation indexes are presented to analyze the surface street traffic ranging from point to line and flat, which means the analysis of one single intersection, one road and the system made up of intersections and roads. First, gives these three evaluation indexes - service level index, travel time, system average speed. And then presents the methods to get these indexes using different detectors. The effectiveness of the evaluation method is approved by simulation studies using Vissim. Finally, an evaluation system is developed based on the theoretical analysis above.
