At present ,not only the development of the whole society ,but also the innovation and development of the higher education itself all put forward higher and newer request about personnel management in universities. Establishing a modern personnel management information system (MIS) that is supported by information technology ,computer technology and network technology is an important work in the construction of employee procession. It is also the precondition of realizing the modernization of personnel management and scientific decision in universities.According to the request of strengthening the computerized management of personnel information of the Personnel Department of China University of Geosciences, and combining the development actuality of MIS and the practical situation of the Personnel Department, this paper puts up the design and development of personnel MIS. The design of the system is based on the contents and characteristics of personnel management work and pays much attention to interaction ,simplicity and principle of visualization. The system can provide exact and comprehensive data and analytic result for personnel management and improve the work efficiency, quality and validity , reliability of decision.It has carried on the detailed investigations and studies to the Personnel Department of The China University of Geosciences, has analyzed present situation and the users'demand , has established the function mode and the information mode.The main content of this thesis includes:1. The introduction of the question source and background and relevant study. 2. Carry on the demand to analysis and design, function design, system structure, structure of the database, the security of the system and dependability design; 3. Systematic realization and the introduction on relevant technology of the system, including such technology as expansibility, system security, etc.The system adopts the mode of design of storehouse of data based on data dictionary, the expansibility of the implementation system, thus make the system well meet user's constantly changeable business demand, and allow users to expand the structure of thedatabase according to the need for changing in business, and not only meets user's existing business demand but also gives consideration to the potential demand for customer service development again. The system has perfect security mechanisms, manage the safe mechanism and database of multistage system of combining management of the daily record and back up the mechanism of resuming in strict mandate, ensure the safety of systematic data, guarantee users can not carry out and go beyond one's commission to operate.This system has already been applying to the personnel management of The China University of Geosciences and has reached the anticipated result.
