In recent years, with the rapid development of network technology, multimedia technology and communicating technology, the developing and applying of IP-based multimedia conferencing system becomes one of the hotspots of the present computer applications.This paper first introduced video conferencing system and interrelated protocol. So we have a deep comprehend of the conception of video conferencing and H323 protocal and flow-medium technology. Then expatiated IP Multicast technique at length which include the development of IP Multicast and its theory and Router technology.After analyzed and summarized the characteristics and advantages of IP Multicast technology, we do some deep research of video conferencing system based on IP Multicast. We proposed some betterment measures of net congestion to depreciation it and gave a mend of flux arithmetic about Multicast which received a well effect.At last, we give a the design of video conference system based H323 protocal and IP Multicast. After analyzed the system design aim and hardware environment we have, we selected a net organization and presented the idiographic partition of modules. The actualize of the videoconference system including multi-point communicate ability, design of the system synchronization of video and voice, realized the disposal of video data and frequency. Then the paper concretely gives out the design and realization of the system manage and control module. Furthermore, the article realized quality of service (QoS).
