After years of national information and the construction, E-Government systems and Collaborative office system has been widely applied in the government sector. Because the large number of E-Government system for more than B/S Web applications, a lack of unified management and design, resulting in the building of an independent application systems, a lack of unified standards, the various departments of their own systems and the status quo. SOA and Web Services technologies to solve such problems is the newly developed design concepts and structure, its technology is in the standard-setting and regulating the promotion phase, in the practical application mainly for legacy systems integration issues.Based on in-depth study of SOA and Web Service technologies on the basis of view of the current E-Government system existing problems, proposed based on the Web Services Distributed security model (Distributed Security Basic Model, DSBM), its core is "safe sharing of information and operational synergies." The main work includes:①SOA security at home and abroad study of the situation, pointing out that the current SOA application in the field of e-government applications in the junior and less, considering its lack of security, which established a Research and Design of this goal;②Analysis of the current SOA-based e-government system security needs, current solutions and its shortcomings, on that basis, the combination with the current status quo and SOA application of e-government security needs, the proposed Web Services based distributed security model (DSBM).③Research based on Web Services based security model DSBM Distributed used by the communication mechanisms, data description mechanism, service mechanism, the security services and DSBM architecture strategy mechanisms, management mechanisms described in detail.④This paper put the case DSBM used in the E-Government information systems to meet the E-Government system in the loosely coupled, highly scalable, large volume of data transmission environment safety requirements, the Chief of the existing electronic security solutions in the design and deployment of a certain reference value.
