China has very rich resources of lakes. So the effective management of lakes is very important. In order to implement the China's policy——"Having a comprehensive, coordinated and sustainable development ", it has an important practical significance to forward the research of the monitoring system of lakes. Along with the continuous deepening economic reform and opening up the country's economy, some lawbreakers attempt to gain more economic benefits in illegal ways, which are excessive fishing or other serious illegal activities. These violations have seriously affected the sustainable use of lake resources and have brought lots of troubles to the management of lakes. Therefore, it is of great urgency for us to research on and implement the monitoring system in lakes. In order to solve this problem, an intelligent monitoring system in lakes has been developed for the auxiliary of guards on lakes.With the continuous development in embedded technology the global positioning technology, the geographic information technology, the radar technology and the wireless communication technology, methods of applying various advanced technologies to the fields of national defense industries, which will make the system function more powerful and the performance more stable, have become increasingly spectacular.In this paper, the development of the lake-monitoring-system is designed according to the actual needs, through adapting advanced technologies of the modern embedded systems. This paper uses the S3C2410 processor based on the ARM920T core as a patrol boat monitoring terminal hardware platform core, customizes and transplants embedded Windows CE operating system and develops a good man-machine interface. By using MSP430F149 as microprocessor, this paper has developed a legitimate vessel monitoring terminal hardware platform, applied external GPS module and CDMA module and then developed and debugged software based on the platform. Visual C++ as a development tool and embedded component GIS tool MapX are used to develop command center server software. This system implements the GPS data analysis, the handshake protocol, trace playback, map's basic operation and identification of illegal operation as well as other functions. For the further improvement, a system test has been made to analyze the results. In this paper, it summarizes the work accomplished until now and tells something about the future work.The basic functions of the project has been completed in this paper, a prototype of patrol boat and legitimate vessel monitoring terminal has been developed and also the command center of the server software has been implemented. The system has passed the preliminary test.
