The development of E-Learning system is based on the RESOURCE1 framework of ICSS and accords to the J2EE standard. The development of E-Learning system accords to the J2EE standard. The MVC pattern is used. The three tiers framework of web application framework is used. The Use Case diagram, State Chart diagram and Active flow diagram are used to general design. The ER diagram and Class diagram are used to particular design. The design and perform of wetlands protect E-learning system embodiment the thinking of OOD(Object Oriented Design) and COP( Component Oriented Programming).The system is expound that is according to the flow of object oriented software engineering lifecycle, main four aspect is scheme design , requirement analyzed , general design ,detail design. The first is the wetlands protected is scheme design, and that is expound the system characteristic, software development structure and physic structure design and so on. The next is requirement analyzed, and the main is function requirement. The follow is general design , and it is include in study subsystem and management subsystem. One is makeup of Person management and course manager and system manager, the other one is makeup studying course and answer question and test course .
