Nowadays science technology is developing more and more fast especially the information technology. There are many challenges of personal ability in the information society. Collaborative ability and information literary are more important for one person to live and develop. The teaching module of focusing on knowledge and teacher is difficult to suit the requirement of talents. So we must change our teaching style. Collaborative learning is the style centered on student, and it can improve student's cooperative ability. The development of information technology, especially the network technology can provide support for collaborative learning. Web-based collaborative learning environment can Breakthrough the limit of geographical and time. Students can communicate with others and share the information on the environment. Students can not only enhance their learning motivation, but also develop their information processing capability and social interaction skills. The network collaboration-learing teaching has been applied in a lot of countries' education practice. The theory and practice in this aspect is increasingly valued.This paper firstly makes a summary of collaborative learning in the network environment based on the fully comprehension of collaborative learning, then puts forward the teaching model based on the network. The model include "Proposing tasks, setting up situation"---"forming groups, dividing the "work"---"communicating, sharing the resources"---"summarizing and solving problems"---"submitting product, evaluating". This model make students the center of the study and communicate with others easier. It is useful to develop the student's information literacy and collaboration capability. Teacher is the helper in the learning process.Based on the model putting forward before, this paper designs and implements a web-based universal platform for collaborative learning. The paper introduces the basic structure, functional modules and configuration program of the platform. The platform consist of many function modules, including user management, grouping module, resource management, evaluation and so on. In grouping module, we put forward a grouping method considered the students' 3 characters which included learning style, score and gender. Using clustering theory, we divide students into groups. Fill the lack of the automatic group formation mechanism on current collaborative learning platform. In evaluation module, teacher and students are both participate in the evaluation. The student's score and the group's score are educed by weighted summation and proportion of Evaluation method. The evaluation method avoids the unilateralism in traditional teaching and makes the students more initiative. This paper also summarizes some universal technical problems, providing the reference of this collaborative learning platform and other platforms.
