As one of the key technologies in audio and video coding areas,AVS is the coding standards based on our own technology innovation and international open technology. The promotion and development of AVS are extremely important for reducing domestic burden of royalty in audio and video industries meanwhile enhancing core competitiveness.AVS-M, the Mobile video, is the 7th part of AVS which is the video code standard of mobile device such as trunk terminals, mobile phone. With the development of 5th media such as cell phone video, the implementation of AVS-M mobile terminal application for the promotion of AVS-M is of great significance. In this paper, the chief work is the application of AVS-M in platform of symbian and Windows mobile,the optimization of AVS-M in algorithms and performance according with the platform and the realization of streaming media system with Real-time synchronization of audio and video. There are steps as followed:1. According to the standard of AVS system layer, coding the video with AVS-M video method and the audio with AMR-WB method, then multiplexing the video and audio and transmit them to the decoder.2. Using advantage of DirectShow, achieving the streaming media system in the mobile terminal which is to make plug-in of AVS-M decoder and AMR-WB demultiplexer while to embed them into Media Player。As the result, Media Player can receive data from coder and playback them with synchronization of audio and video in the environment of DirectShow.3. Feeding back the receiving rate and losing rate of packet to the system layer according to the condition of network, then accomplishing the network transmission with UDP protocol ,at last, proposing an method which resolve the errors caused by the network transmission about AVS-M.
