Research On Police Process Model Based On ISO9000

The project background of this paper is the implementation of ISO9000 based on the integrative information management system of Dalian Development Zone Police station as the background. The implementation of ISO9000 Quality Management becomes an important measure for the police stations to control the service quality. However, the only way to implement quality management in the police stations is recording the business process by words, which can't ensure that the business process is controlled and measured effectively. What's more, there is deficiency in managing the people involved in the process and integrating quality management system with E-Police system and performance evaluation. Based on this situation, this paper studies on the process management and measurement problems based on the E-Police System in the police areas.Based on process method, this paper establishes a new police process model for process goals and process measurement from the point of government process modeling, what's more, the visible UML models is transformed into formalized Business Process Executable Language (BPEL). The main research contents are as follows:First, the structure model and police process metal model based on the ISO9000 process method are proposed. In the police process management structure model, the E-government, performance evaluation and quality management are integrated from the dual point of "event" and "people". The general process model defined the eight factors of the new police process model. Second, the quantified police process measurement method and indexes are put forward and the measurement steps are established. Third, The UML models are extended with UML 2.0 profile. The use case model based on the process controller and the structure model based on the event and documents are proposes. Besides, the police process measurement Meta model is established with extended activity meta model and the ways to define process goal and measure the process are proposed. Based on this Meta model, the police process measurement model is established, so the validity and advancement of the new process model is proved. At last, the UML process measurement model is instantiated. The models proposed in this paper satisfy the demands of graphical, formal, extensible and understandable simultaneously.
