The importance of software measurement has increasingly being recognized and more and more organizations have begun to set up software measurement process to win understanding, controlling and improving in software process and product quality. However, it is hard to implement the process, the main reason of which is that the software measurement process, like other processes, can not go without the guide of software measurement process management theory. The key activity of software measurement process management is the measurement of software measurement process, which is called software measurement process assessment here.The paper proposed a process model of measurement process assessment, a measurement process assessment indexes system and an assessment method based on measurement process model and related measurement process theories in the view of software measurement process understanding, controlling, predicting and improving. The main work is listed below:1. Studying the related measurement process assessment area, as well as its present research condition, and analyzing the problems facing.2. Presenting a measurement process assessment indexes system and an assessment method.3. Proposing a process model of measurement process assessment to specify the assessment process.4. Designing and implementing a measurement process assessment tool(MPATool) based on B/S architecture to assist the foundation of process assessment environment and improve the assessment efficiency.
