Public library is an important institution for knowledge transmission andinformation service, and it is an important distributing center of informationresources. In 21 century, the era of information comes, with the rapiddevelopment of information technology, the economy of knowledge which isbased on knowledge and information comes into our life. As the informationcenter of social literature, public library plays an important role.Reference and consultation is the main function of library, which scales thedevelopment level. Under the circumstance of network, the reference andconsultation changed a lot from content to form. However, there are a lot oflimitations in traditional reference and consultation service, such as service time,technology, communication method, librarian's quality, etc. The traditionalreference and consultation service doesn't have great influence and is notapplicable to all cases. Its service appears to be one-to-one, and it is uncommonthat one content serves several users. With the development of network, thosedisadvantages of influence to the library's reference and consultation werediscarded, and plenty of information resources and advanced informationcommunication methods were provided. Further, a new kind of service forinformation reference and consultation, which is called virtual reference andconsultation service, appears. And the virtual reference and consultation serviceunited library, computer system, database, even the user of reference andconsultation together.We mainly describe the development of virtual reference and consultation.Having considered the characteristics of information needs under thecircumstance of network and the reality of the library of Heilongjiang province,we proposed a virtual reference and consultation service based on network. Withthis idea, this paper researches the technology which is related to virtual reference and consultation. And designs the system of digital reference andconsultation from several aspects of system location, system platform, workprocess, framework. Finally, with the help of network and the methods of makingweb page, we designed and implemented the main function of the system ofservice and the system of consultation, and simulated relevant operations on thesystem.
