Internet Synthesis Governance

Internet was born in US 1969. It made its bow in China 1994. Internet has penetrated itself into every corner of China society through 12 years' development, which covers the politics, economy and other aspects of our country, which colors people's life and pushes the development of society. But simultaneously the problems, the hackers, internet eroticism, internet crime commitment and internet tort, are existing because of the characteristics of the internet. The governance to the internet becomes key problem of government all over the world.This essay is born under this background. It mainly applies the positivism as its directing philosophy. First, it builds up the theory structure of synthesis governance to the internet, then, on analysis of its instances in US, Germany, UK and Singapore, the paper summaries the experience, which can also benefit the reform of internet content governance in China. Deductive method is also used to undertake the statement of internet content governance and its relative problems. Looking through from the theoretical structure, the author makes an actuality analysis to internet content governance in Jiangsu Province, China. The existent disadvantages and its reason are summarized. Suggestion to the very governance is also achieved. At the same time, the author hopes her suggestions can be accepted on internet content governance by related department in the scope of our countries.
