The development of the Internet has facilitated the dissemination of pornographic information,whilet it also hurted the physical and mental health of minors,which has become a global governance problem.The United States was one of the first countries to regulate online pornography,since the mid-1990s,it has taken measures to regulation the pornographic information.However,after many twists and turns,a self-regulation model led by ISP has been formed.Many experiences accumulated in the past have become a model for other countries to learn from.This article focuses on the topic of how to regulate online pornographic information in the United States based on the protection of minors.From the perspective of regulation theory,it presents the changes in the regulatory model of pornographic information in the United States.Try to provide a reference for the governance of global online pornographic informationWith the continuous changes in the form of Internet communication,the regulation of pornography in the United States has also been constantly adjusted.Three models can be summarized.Firstly,the government has taken legislative measures.Since the mid-1990s,Congress has promulgated several laws to regulate online pornography,but almost all faced the risk of risk review.Secondly,the society regulated online pornography through codes.The technical characteristics of the Internet make the difficulty of legal regulation more prominent.Various social subjects gradually realized the regulation of Internet technology and regulate through codes.Thirdly,ISP implemented agency regulations on online pornographic informationn.With the advent of the Web2.0 era,various websites were emerging,and ISP as third-party subjects beared corresponding responsibilities to review the content.The main driving force behind the changes in the regulatory model is the contradiction between freedom of speech and public interest.On the one hand,the First Amendment to the Constitution guarantees citizens'right to freedom of speech;On the other hand,with the advancement of media technology,the mass dissemination of pornographic information is not conducive to the physical and mental health of minors.From the perspective of public interest,the government has an obligation to protect the healthy growth of minors.The American ISP proxy model has unquestionable legitimacy under the Western democratic system,but there are still some limitations,mainly manifested in the unclear audit standards and lack of audit accuracy.Although the political systems and Internet governance models of various countries are not exactly the same as those of the United States,there are still lessons for the United States' regulatory model.
