Those markets of the communications facilities in developing countries are the burgeoning markets in the communications industry, centralized mainly in the most Asian countries, the entire African countries and some countries in Latin America and East Europe. There are many such countries, but they only occupied the 20% markets of the global communications facilities at present which will rise to 30% in the future. However, the communications enterprises in the Occident do not think much of these markets. As the international standard signaling, R2 is based on these markets. As one of the channel associated signaling, R2 meets all kinds of demands in the semiautomatic or automatic operations and has wide applications in the international area.In order to exploit the international markets, we develop and realize the R2 signaling system based on the ITU-T standard. This system realizes the functions of transmitting and receiving the line and register signal by the E1 interface, controlling connection and interconnection between different signals. On the foundation of this system, we can develop different R2 signaling systems based on different state standards to fulfill different state requirements.Firstly, the thesis introduces the component structure of the ZXC10 system and some basic concepts of the R2 signal. Secondly, it designs the whole R2 signaling system. According to the relationship between R2 and other signaling modules, this system uses the concept of software structure which is called half-call and presents the development objective, design idea and the definitions of the interfaces. During the developing process, the design method of modularization is used. It is divided into several independent modules and each module is achieved respectively. The developing principle, transacting flow and some key functions of some important modules are explained in detail, especially the modules of signaling transaction, bridge connection and overload control. Thirdly, it illuminates how to set up the testing environment and makes some basic function tests and relevant performance tests.At last, the thesis is concluded and the directions of further work are presented.
