Information is an important trend of the world's economy and society development. It has become an important resource, an important factor and direct productivity in achieving social development. Faced with a wave of information technology, as police force, a means of preserving the social order to serve the community, Armed Police Force should actively adapt itself to the needs of new century and new stage historical mission. It should step up the contribution of information, and combine management with network system organicly so as to improve the troops's capacity of raise to accomplish all the tasks.In addition, following the development of the times, the duties such as security guards, custodians and others and official work such as the police area network login, attendance, and other office management of police forces increasingly need for efficient and reliable identification system. The past traditional means of personal identification such as passwords, identification cards and other identification, can not completely meet the modern social security needs. Now, with the more and more mature of various biometric identification technologies and the rapid development of computer technology, identification systems based on various physiological characteristics get out from the laboratory. From the practical point of view, fingerprint recognition technology is superior to other biometrics technology methods of identification. Its good stability and uniqueness make accurate identification possible and may become a reality.As attendance is based management and a very important one, according to the development of identity verification technology and network system, this paper proposes distributed appraisal system design based on fingerprint recognition technology. The development of Armed Police Force appraisal system as background of applied research, the paper uses component technology and Web application to do distributed system design. This paper uses Embedded fingerprint identification as the front-end module for network login attendance, and combines COM+ technology to achieve communications interface between data and embedded fingerprint identification module; By way of EAS(Enterprise Application Server) provided by Sybase company as solutions, the paper develops EAS components in app;ication of PowerBuilder development platform, which should be deployed to its Jaguar CTS server, and PowerDynamo responses from the client's request to call the Jaguar server components and feed the results back to the customer;Moreover, attendance database is designed to access the individual characteristics of fingerprint information. System as a whole has reached a Web Distributed Application effect and achieved the network appraisal of the entire process. It could meet the needs of modern management, increase the efficiency, and improve office automation.
