In the latest few years, many people began to discuss how to develop IPTV services in China. At the same time, there are some difficulty in the business mode and technical solution of IPTV for operators in this time. This difficulty including how to deliver a services have QOS guarantee, no mature value channel to trade and settle the digital content, need a huge Capex in the initial time. Market need a solution likes below which can solve these difficulties:The solution can work in an Internet environment with no QOS guarantee.Can provide billing method so that content provide can make profit from the services.Can provide approach to content providers to manage and operate their content, so that market can from a value chain including users, operators and content providers. And operators need not to operate a new service they are not familiar with.Consider of these backgrounds and market demand, the solution to provide a multimedia content manage and trade platform which based on mature DRM and MPEG4 technology will be used widely. The solution can accelerate the development and popularization of multimedia content service in China. And provide plentiful amused choice for all people. By the way, the solution will make money and contribution to China's informationindustry.Multimedia content management and trade platform have two major function, CyberManager can manage the content providers, operators on the platform, content management (including storage), content distribution; subscriber management; content agreement/license management; content Billing. CyberEncoder are responsible for encoding the content and register the content to the CyberManager.Subscribers need to download a content player and a user identify file from multimedia content manage and trade platform to their computer. The player and identify file will be preloaded if subscriber are using an embedded devices. Then subscriber can select the digital content they are interested in using a web browser and download the content. And play the content using CyberPlayer after buy the license of the content.To obtain a standard, mature system architecture and provide simple communication mechanism for each individual module. We select two technical as the base of the platform, these two technical are J2EE and XML. J2EE construct the standard communication platform for system, user, content provider and different system modules. Message for communication are encode into XML format. selected MPEG4 in the system as video content format standard , using ODRL to describe user's rights, after study and evaluate all kinds of encrypt algorithm, decided to select RSA algorithm to encrypt user's identical file, select PKCS#12 format to store the user's identical file, select md5 algorithm to produce the key for user, select 128 bits blowfish to encrypt/decrypt multimedia content.
