Digital video technonogy is the main part of the field of information industry which the Country develops especially. With the rapid progress of broadband network and digital TV, the applications of video-on-demand, interactive TV and video website become more and more popular. All of these applications are facing the emerging digitalized video data in a large amount. The appearance of the video servers of high performance, large capacity, and high bandwidth has solved the storage problem of the magnanimity digital video information tentatively. But how to find out the needed content fast and high-efficient among magnanimity digital video information becomes an urgent subject.At the same time, in order to well analyse, utilize and reutilize, the video data are all needed to be effectively organized and managed in the Video data-retrieval of the digital library; the media assets management of TV station and the military video intelligence analysis and managementetc. But at present, the management and retrieval of the video data are all generally based on attribute or text describe. Because of lacking content grade information, the users are facing a lot of restrictions. The content-based video analysis and retrieval technology arise at the historic moment under this kind of background.In this paper, we systematically studyed the content based video analyse and management technology, proposed and realized a shot detection method based on background area. We studyed and improved some content based video browse and retrieval methods and proposed a browse and retrieval model based on the shot/represent frame example library, we proposed a framework of content-based video analysis and retrieval technology, and implemented a Video-Server-Oriented Content-based Video Analysis and Retrieval System-VS2000. Finally, the work background and application are introduced, the conclusions are made, and some promising research directions are given.
