With the wide spread of location service, the need for precise location service has been enhanced. The precise location service platform (SUPL-SLP) is emerged to meet this need. The platform described in this thesis is a location platform which is implemented based on OMA (open mobile alliance) SUPL (Secure User Plane Location) specification, 3GPP RRLP (radio resource LCS protocol) and China Mobile A-GPS (assisted global position system) specification. The platform is designed based on the mechanism of COPART-MACO (component packet of real time application process management and communication), which deals with the internal and external messages as the same.Firstly, this thesis briefly introduces the marketing background and the related international location specifications of precise location service platform. Also, A-GPS location technology, COPART-MACO and the precise location platform are introduced.In chapter two, the requirements of the precise location service platform are analyzed, including functional requirements, interface requirements and service flow requirements.In chapter three, the design and implementation of the precise location service platform is explained in detail, including the introduction of COPART-MACO, the general architecture and the design and implementation of SLP (SUPL location platform) module and portal process module. In the end of this chapter, the key data structures, key algorithm and the message flows are introduced.The last chapter gives a prospect of the location platform based on the current market situation.
