With the development of software architecture, the application system that adopts the 3-tier model has become the mainstream of the market gradually. The 3-tier application system based on browser is used widely .It is easy to manage, flexible to distribute and convenient to maintenance.Operation-ticket is an ordered set of the switch operations which is programmed by the operators in transformer substation, and it complies with the operation rules and be finished by combining the running mode of the system and running status of the equipment based on the operate mission. Power systems are developing rapidly in scale and the number of primary equipment that they manage is increasing, imposing heavier work for dispatch operators to program the power dispatching operations. Presently, the power systems dispatching operation-tickets adopts the traditional C/S architecture. Although in function those systems can satisfy the need of users, with applications becoming deeper, the shortcomings of the structure are exposing. Meanwhile, graphical order-sheet generating function and maloperation prevention function, which visually helps operators, in a way reduces the workload and lowers the possibility of errors. SVG are appealing to more and more people for its advantage and the power industry uses it as the graphic standard.Based on the requirements of the power systems dispatching operation-tickets, this paper analyzes the disadvantage of solving plan in traditional 2-tier architecture firstly, and then presents a new solving method with 3-tier model based on SVG. It is certified that this method has the ability to hold the balance of load between client and server, and it has good retractility, reusability and scalability. Meanwhile, this method has the advantage of quickly transmission, beautiful interface without blink and convenient implementation, etc.
