With the rapid development of the society and the wide spread of the internet, autonomous learning and lifelong learning have become a general trend in the world today. The development and application of the network and artificial intelligence technology in the education domain not only transform the concepts, methods and means of education greatly, but also provide a powerful support for us to study via internet. Therefore, a new style of learning: 3A-oriented (Anytime, Anywhere, Anybody) - E-Learning, has been expanding rapidly. Without any restrictions on time and location, its users can adapt their study according to their conditions and habits, so E-Learning has become very popular.However, there are some obvious shortages of the current E-Learning systems, such as poor resource management and retrieval, low level reusability of the learning resources, the lack of individualized instruction and so on. In order to solve these problems, this paper proposes the use of the ontology, semantic web and metadata technology to settle the disadvantages in E-Learning.Firstly, this paper gives a detailed introduction of the semantic web, ontology and metadata technology, and then it analyzes their roles in the E-Learning.Secondly, based on the understanding of ontology, the paper adopts ontology to express and organize knowledge to make the sharing and reusing of the knowledge possible. This method is feasible because of its features of formal specification of a shared conceptualization and some semantic relations. At the same time, the paper discusses the organization of knowledge and adopts the traditional tree structure to organize knowledge.Thirdly, this paper studies some relevant metadata standards that describe educational resources, and then we decide to adopt LOM metadata to describe the resources and choose the RDF-binding to annotate our resources.Fourthly, on the basis of the analysis of ontology and its basic element, the paper summarizes their advantages and disadvantages. And we defined our elements and types of ontology, so that we can manage, retrieve and study resources easily.At last, the author concludes the paper on the realization of the prototype system based on ontology technology. Some key techniques in the process of the project are also discussed in this part, such as the retrieval and establish of ontologies and resources, the general retrieval and semantic retrieval based on ontology, the algorithm of pushing optimal results, and so on.
