Power industry is technology-intensive industries. Information technology can not only stimulate power industry's industrialization strategy, but also the way for the innovation of power enterprises. SG186 project, a key information project of the innovation and development, has been launched by State Power Grid Corp. during the 11th Five-Year Plan prioed. Chongqing Power Corp. need to establish a strong information network for the full implementation of SG186 project. The construction of Chongqing Power Corp. headquarters area information networks will doing a great significance.Adaptive EDGE Architecture is raised as a new enterprise network infrastructure methods in recent years, The computer network will be transparent under this infrastructure methods and will also as same as Utility facilities which can be safe, reliable, simple and meet the demand at any time. sFlow protocal is a network flow monitoring and statistical draft standard of Internet Engineering Task Force (IETF) . It's a technology which can comprehensively understand network usage and thoroughly optimization network resource respectively.In this paper, a full analysis of the Chongqing Electric Power Corp. IT sector has been submitted after the discussed the flow control methodology and flow control strategies based on the IT status. This paper discussed the Adaptive EDGE Architecture and sFlow protocol in combination with the flow planning of infrastructure layer and the flow control analysis and assessment of the network level based on the topological structure of the inter-connection network and performance of network products, and final with Chongqing Electric Power Corp. headquarters compus network planning and re-design plan. The planning, which adjust fundamental mechanism of network operation and integrate technical resources with business resources, made a revolutionary changes in existing network management paradigm and greatly reduce the complexity of network management. Meanwhile, the planning did not malfunction the network after reduce the complexity of network management, but made an essentially improvement of them.As SG186 project will be implementing during 11th Five-Year Plan period, this paper may do certain help for provincial-level subsidiary electrical company of State Power Grid Corp.'s headquarter's main compus network structure innovation..
