How to control the internet information content and minimize its negative effects raises problems that need to be addressed, especially when people are devoted to internet development to obtain as much services as it can provide. There are some publications on anti-spam e-mails, smashing porn websites, internet frauds, etc. This thesis provided a approach to address these problems from a different aspect of view. It proposed a method of information classification by their properties and summarized a set of strategies.To be specific, this thesis investigated the principles of network information flow, the components of current internet environment, risks of communications, and the regularization strategies. Firstly, the internet environment as a whole is described, based on communication theories, by discussing the mode and properties of internet information transmission and the interrelations between internet and internet information transmission. Secondly, the current environment of Chinese internet information transmission is analyzed from the aspects of audience traits, such as age distribution, cultural features, information literacy and purpose of use, and from the types of network information, including individual information, organization information, business information, news information, entertainment information, and knowledge information, and from force of information transmission in individual and organization aspects. Thirdly, the potential risks of internet transmission is classified and characterized. The main risks of internet information transmission can be classified as the risk from the transmission of junk information, confidential information, false information, hostility information and the invasion of foreign cultural. The internet communication can be classified as one-way transmission and interactive communication. The features of the effect of network information transmission are the intensiveness and extensiveness; the aftereffect is the influence in society, politics, economy and cultures. Last but not least, based on the analysis of risk types, the regularization strategies is proposed in terms of politics, law, management, technology, moralities, advertisements, corporation and participation. Meanwhile, the emphasis and noticeable problems of the risk response of internet information transmission are also identified in the thesis.
