With the development of Geographic Information Interoperability and web services, the application of WebGIS becomes more and more popular. However, the problem of spatial data distribution and impossibility of platform independent has come out.Nowadays, in order to create, test and set up clearly structured and steadily running WebGIS, there aren't proper tools and pattern for developers to use for reference.Developers not only need to know the business logic of system, but also should be familiar with GIS tools and some basic information, then explore universal functions about maps. In this way, the development is difficulty and the stability and expansibility of system can't be guaranteed. Hence, the emphasis of this paper is to construct a spatial information service platform for basic development and operation. So the task can be simplify and functions extensible.This paper put forward a solution of spatial information service platform based on Web Services by combining OpenGIS specification and OGC geographic information service. This paper expatiated on the characteristics, advantages, architecture of spatial information service platform and finally designed and implemented it with ArcIMS map server in the environment of Microsoft.Net.The main research works are as follows:1. Analyze the characteristic, the problems in existing WebGIS developing and trend of WebGIS, as well as the application of Web Services in WebGIS, then point out that Web Services has important meanings to solving the problems.2. Study the architecture and technologies of ArcIMS, which include thorough research of ArcXML and .NET Link .Then improve the process of ArcIMS developing in the environment of .NET with Web Services, which focus on parsing and capsulating the core of ArcIMS, ArcXML.3. Design the interface and function of. NET Web Service, which can encapsulate the spatial data and functions, then build them in the environment of .NET base on the work above. At last construct a framework of the spatial information Service Platform which facilitates the integration and expansion of GIS development.4. Design the client in order to test the platform and give comments on it.
