Network Element Management System plays a key role in the network; it is an essential factor that both stable network and business need. This paper is mainly about the design and development of element management system of BPON and network element simulation.The first chapter introduces the present access networks, mainly focuses on the passive optical network, and also pointed out the important role of network element management system.Chapter 2 firstly introduces some architectures of today's typical element management system, and then focuses on the CORBA framework, the CORBA communication mechanism, CORBA IDL interface and its programming and then explains the reason of choosing the Java language as the main development language.Chapter 3 is mainly about the design and development of EMS (Element Management System). Firstly, the levels of the EMS are discussed, and also the role of each level in the system. According to the levels, the developments are made up of the seven projects. Through an operation of the equipment, the communication mechanism of EMS is shown. In Section II of Chapter 3, the discussion is focused on the design and implementation of network element simulator, and also the role that played in the development process. The operating result is given in the final section.The final chapter concludes the design and development of the EMS, and then points out the shortcomings. Some suggestions and the pressure test results are also put forward in the chapter.
