With the coming of 3G, the Telecom operators will get broader market and developing space.But a number of users and requirements are increasing, so the Telecom operators receive more challenge. In the complexer network, the fault management becomes more important.This dissertation is established in NGOSS. The thesis based on 3G level platform presents design and implementation of fault management in operation and support system.The thesis presents the background of the topic and detailed analysis of the functional requirements and logics of the fault management system, as well as introduction of the process of fault management. The overall framework of platforms and network management function are presented and detailed discusses the several main models function in the level platform. According to the NGOSS and operation flow of fault management, the thesis presents the delamination design. It is departed into three layers: fault collection layer, fault analysis layer and fault display layer. The fault collection layer collects the alarm data is required. The fault analysis layer is the core of the fault management system, including the alarm data transaction, event correlation analysis.Being an interactive interface of the network system, the fault display layer deals with the alarm display. Detailed designs of functional modules of the fault collection layer and fault analysis layer are given as an example of system implementation. Expert system is imported fault management system. The thesis analyses the realization difficulty and presents the design. Expert system makes the fault management effective and intellective.
