The merging of Telecom Network and IP Network in the future is very clear. IPv6 has been selected as the core network basis of both Next Generation Internet and 3G. With more and more applications based on Internet, a common sense is IP network will become a unified multi-service platform. However, the technical character "Best-effort" of IP can not support real-time services with QoS guarantee, which are sensitive to transfer delay, jitter and packet loss. So solution to provide QoS on IP network is a matter of great urgency.Meanwhile, Next Generation Internet also supports mobile users. However, current Mobile IP QoS mechanism is not mature. Therefore, supporting QoS for mobile applications is also an important issue of Next Generation Internet.The National Development and Reform Commission project "Research and Implementation on China Next Generation Internet QoS" aims at devising a controllable, manageable and operatable unified IP QoS system supporting IPv4/IPv6 networks. Through browsing service description, users can sign Service Level Agreement (SLA) with service providers. According to SLA, the system can provide adjustments to the resources deployed on IPv4/IPv6 network, service QoS control, management and accounting to guarantee the quality of services for hierarchical customers in the round.In the thesis, IP QoS technology and several mainstream IP QoS mechanism were specified firstly, and QoS solution of CNGI QoS System was introduced. Then service management based on IP QoS and service providing pattern were presented, and the schemes of inter-domain service management and providing model in CNGI QoS was introduced.The specification design of service management subsystem in CNGI QoS was described in detail then, including requirement analysis, high level design, detailed design, implementation and test. Meanwhile, the solution of supporting Mobile IPv6 service in CNGI QoS System was also introduced, including requirement analysis and high level design.Finally, after sum-up of whole thesis, current shortcoming in service management was depicted. Work and research during master was listed at last.
