| The technologies of Internet and computer are making rapid progress, which makes the internet gradually go into our life. As a result, IP becomes a common information transport platform which carries many kinds of services and serves for many kinds of people. Next Generation Internet (NGI) which is based on IP not only needs to provide traditional data services but also needs to support value-added services with telecom-level QoS guarantees. However, IP can not provide QoS guarantees for services on it because of its "best effort" transport characteristic. Also, different Network Providers (NPs) operate separately, which makes the end-to-end QoS-service provisioning more difficult. So, how to provide QoS guarantees for key services on NGI has become the crucial problem in providing QoS sensitive services on NGI.Also, NGI is an open network and third-parties can easily create and deploy their services to satisfy customers' different service requests. But different services require different QoS supports. For example, Voice over IP (VoIP) is sensitive to delay and jitter but Video on Demand (VoD) and video conference need stable throughput. On the other hand, different customers may have different QoS needs for the same service. Hence, we must consider the service QoS needs and customer QoS needs together in order to profit customer and SP both.The National Development and Reform Commission project "Research and Implementation on China Next Generation Internet QoS" aims at devising a controllable, manageable and operatable unified IP QoS system supporting IPv4/IPv6 networks. Users can sign Service Level Agreement (SLA) with SP after browsing service description. According to SLA, the system can provide network resource management and adjustment, service monitoring, accouting and so on. Finally, it can provide QoS guaranteed services for customers.In the thesis, IP QoS technologies and serveral mainstream IP QoS mechanisms were specified firstly, and CNGI QoS solution was also introduced. Then service management and service provision mechanism based on IP network was described, after which the initiator-domain-based SLA negotiation mechanism for multi-domain QoS-service provisioning was presented.And then the framework of CNGI-QoS system was depicted after the analysis of exsiting research works. Also, we describe the service management subsystem for multi-domain QoS-service provisioning, including requirement analysis, high level design, detail design, implementation and test. We validate the system using VoD and VoIP services.In the end, we give the sum-up of the whole thesis, the current shortcoming of initiator-domain-based SLA negotiation mechanism and future work.
