The traditional BGP protocol is a kind of distance-vector protocol, and it can only transfer network layer reachable information. Without considering the load of balance, BGP protocol may lead to some problems such as network congestion, strategy collision, route concussion and so on. Therefore, BGP protocol can not support inter-domain traffic engineering.A number of route optimizing technologies and tools are released by many companies, but their architecture is selfish. Based on dynamic measure, these technologies optimize routes only by considering themselves. So they can not optimize global routes, may lead to more problems such as disagreement, protocol shock, configuration error and so on. On the other hand, they only control short-term traffic, but can't deal with long-term optimization.To resolve these problems, this paper studies the basic principle of BGP protocol, the process of route determination, and the route algorithm. Based on analysis of process of route determination and other route optimize tools, not only did we design an Inter-domain route optimize tool– BGP_ROM, but studied several key technologies in its implementation, finally we implement this tool. This tool considers the interaction of BGP protocol and the influence of traffic, implements global on-line route optimize based on RSP system. We implemented BGP_ROM on LINUX operating system and validates its basic function. The result of test revealed that BGP_ROM achieved our goal.
