It will be more rapid and flexible for people to develop and deploy service in the new service support environment of the Next Generation Network (NGN) which including a major functional entity named Application Server (AS). As it is a trend to separate call from control, it will also be very convenient for people to build their own service logic which will be executed in a high scalable and available environment named Service Logic Execution Environment (SLEE) using the network resources through an open programming interface or protocol. Message tracing is an effective way to help maintain service in service support environment. So it's very important to design a good tracing system for the new generation service supporting environment.A model system of AS was realized in the 863 Program called "Mobile and Multimedia Service Enabled Softswitch" in State Key Laboratory of Networking and Switching Technology of Beijing University of Posts & Telecommunications (BUPT). The main work carried out of this paper is based on the re-design and implementation of SLEE, the key component of the existing AS model.By Analyzing the existing system, the author presents a new policy-based tracing theory with an automatic encoder/decoder dealing with the messages of the Parlay API to build a policy-based tracing system and successfully solved the problem that the SLEE can not monitor the messages transferred in the AS. And also, the author introduces the design of the whole tracing system with especially explaining of why and how to use the policy-based theory and the automatic encoder/decoder.At last, the author presents a report of analysis and conclusions of the functional and performance tests and points out the research work need to be done in next stage.
