This paper has taken a typical state-owned super-large Petrochemical enterprise as a representative researching object, and made systematic characteristic analysis, strategy research and design development on the enterprise's human resource management information system (HRMIS).Because of quite a few inherent characteristics of this enterprise, for e.g., a wide management range, multi-level management, more than 100 sub-companies and enterprises, diversity in types of employees and so on, the enterprise's HRMIS must be able to handle a large input data, satisfying as many as more than 100 design targets. Hence the traditional HRMIS will not meet this type of enterprises' need, and it's urgent to search for an aimed specific strategy and system.On the foundation of characteristic analysis of this type of enterprises, this paper has put forward an HRMIS model which employs static/dynamic combined database construction and divide-and-conquer target design technique, carried out an automatic formalization-synthesizing on the divided complex inputs, optimizing those internal long-term targets at the same time. Output conversion is used to meet different output requirement and to reduce internal conversions, thereby improving system efficiency. Last but not least, a discussion is given on the completeness, simplicity, rectification and standardization of the target input data.The design strategies of the HRMIS in this paper include: requirement analysis, target recognition and construction, development principles, technique routes, system structure design, database design, system environment design and system security design. Detailed description is given on system design and implementation from the viewpoint of conceptual design, detailed design and implementation preparation. An estimation of the system's effectiveness is made, which shows that the model has good usability and portability.
