The Evaluation And Comparison Research To The Information And Communication Technology(ICT) Industry

The ICT ( shorted for Information and Communication Technology) industry has become the mainstay industry, which benefits greatly to expand the employment and to improve the work production rate in the economic domain in the world, since it came into being about forty years ago. Recently, ICT is becoming the focal field of the development of science , technology and economy in the world, because of its gigantic economic impacts and its stable but swift and violent developing states. Therefore, the statistics and evaluation to the ICT industry has attracted the attention of numerous governments of different countries. As a result, they participate actively to establish the evaluation target system of the ICT industry and to develop the official statistics, in order to get a better understanding of the current situations, directions and structural changes of the development in the ICT industry, as well as to provide proper evidences for the evaluation and policies that we will make. Unfortunately, the ICT target system, which is focusing on the international telecommunication alliance, is still in the stage of asking for different countries'attitude now. And there has been none uniform, accepted and international ICT evaluation target system till now, especially for the complicated stuation in China.First, we will discuss the development of international ICT statistics and learn their experiences. Then we will talk about various comprehensive methods to evaluate in detail, in order to find a proper one. With the aim of developing the northeast old industry base, and according to the traditional target system and the core target system introduced by the 2005 metrical meeting of information social, we build up a set of comprehensive evaluation target system to the ICT industry, which is applicable to the evaluation and comparison of the ICT development comprehensive level in different counties or different areas of the same country. The system combines the actual development of Chinese ICT industry, so it is scientific, reasonable and valid to use this target system to evaluate the ICT industry in China. And we can provide information for important decisions by ordering which are more advanced and which are less advanced. Futhermore, we can use the relationship between the total order and hierarchical order to reveal the essential problems and find out the advantage and weak links in the development of the ICT industry, in order to provide beneficial reference to the decision makers and proper suggestions to the government.
