| The development of information and communication technology is a booster for improving the quality and efficiency of a country's economy and is also an important guarantee for promoting social progress.In the development of technical standards,standardization organizations promotes technological progress,enhances the industrial level and even strengthens the competitiveness of the country.It is very necessary to evaluate them to improve the working level and enhance the vitality.On the basis of combing the existing literature,the thesis is based on the theory of Accountability,Performance and Capacity,and designs the index system for the evaluation.Based on literature induction,expert assignment,grey relational analysis and entropy weight method,the model evaluate the representative standardization organizations CCSA,ITU,3GPP,ETSI and IEEE.The study found that,first of all,China Communications Standards Association has a gap with the developed international standardization organizations in the disclosure of important information to the public and members of the organization.It is necessary to improve the construction of information platforms and smooth the channels of accountability to enhance the credibility of the organization.Secondly,the association still has shortcomings in terms of standard output performance,industry coverage,and international influence.It should further strengthen the sense of purpose of the association and scientifically formulate performance plans to increase the performance steadily.Finally,in terms of organizational capabilities,the association has advantages in government-association interaction capabilities,but its structural capabilities and operational capabilities still need to be improved.It should enhance organizational vitality by increasing information supply,expanding its services,and strengthening external exchanges to maintain the continued development of the organization. |
