Along with the rapid development of our country's economy, the role of technology in economic development is becoming increasingly important. " Science and technology are the primary productive forces" Profoundly expounded on the great role of science and technology in economic development. At present, with the acceleration of technology and economy's globalization, technological innovations are becoming more and more import. How to possess and use technological resources has became a key factor to a country. In modern world, all developed countries are rich in technological resources. Compared with this developed countries, our country have a big gap between them in science and technology infrastructure, and promote the open sharing of scientific and technological resources. On the one hand our country lack of science and technology resources seriously ; On the other hand, the limited resources cannot obtain the full use. In recent years, our country has attached great importance to science and technology infrastructure building and intensify investment in construction of infrastructure conditions. The goal of this paper is to propose a database system base on MVC/J2EE.After analyzing the system in detail, the paper construct the system model using RUP.The RUP analysis design process is simplified to four parts: service demand analysis, system analysis, system design, system implementation. The result of these four parts are case model, analysis model, design model, and implementation model. The RUP used in modeling this system is iterative and increasing. Contents of the model start from the small scale, then produce more exact requirement increasingly by iterative procedures, develop more mature set of requirement by using increasing mode, finally build ultimate the model of the system.The system's development is based on the J2EE platform and use Struts framework. JSP constructs the user interactive contact surface, Servlet realization operating control, JavaBean realization service logic. According J2EE mufti-layer architecture, the model is composed of four layers, which includes client layer, Web layer, logic layer and data persistent layer. Logic layer provides the distributed service and includes business sublayer and persistent sublayer. Business sublayer implements business logic and persistent sublayer is responsible of operating with data source.This paper also researched the problems of server choice and character coding of the system.Finally, the research on the basic science and technology database system was summarized, and the development trend of the basic science and technology database system was discussed.
