The Software Communications Architecture (SCA) specification establishes an implementation independent framework with baseline requirements for the development of Joint Tactical Radio System (JTRS) software configurable radios. Since SCA was established to enhance flexibility and interoperability of communication systems and reduce development and upgrade costs, whose advantage is recognized gradually.Having studied the Software Communications Architecture Specification, this paper analyzed the functions of Core Framework Interfaces and their relationships, and then analyzed the mechanism of configuration, management and control systems of Core Framework Interface through Domain Profiles. The design idea of software platform of Software Defined Radio systems based on SCA is raised. Furthermore, Framework Control Interfaces, Framework Service Interfaces and Core-Utilities Package were implemented. The software platform implemented the centralized management of all hardware and software resources and the dynamic installation and deployment. As a result, the functions of tailoring and configuring the software and hardware resources according to the practical requirements were realized, at the same time, the wireless signal processing aiming at multi-band, multi-modulation were achieved.
